On October 1, 2026, WhatsApp Business Platform changes how it charges for replies. Service messages, the free-form responses you send inside the 24-hour window, stop being free after 1,000 per month per number. Every message after that bills at your market's utility rate, whether a human typed it or your AI agent did.
Most teams have not modeled this yet. The support conversation that used to cost nothing now has a meter running. A sales team that sends 40 follow-ups a day is suddenly paying per bubble. And the vendors selling "AI replies to everything" are about to discover their pitch comes with a per-message tax.

What exactly changes on October 1
Meta's own pricing documentation states the change plainly: from October 1, 2026, Meta charges on a per-message basis for service messages, at the same rates as utility and authentication messages, by market.
Three things shift at once:
1. Service messages get a free tier, then a meter
The first 1,000 service messages per business phone number per month are free. From the 1,001st delivered message, you pay the per-message rate for your market. The old assumption that "replies inside the window are free" stops being true.
2. Utility templates inside the window stop being free too
Utility templates you send inside the 24-hour customer service window, order confirmations, payment receipts, delivery updates, previously carried no charge. They bill per message from October 1.
3. Marketing rates rise in some markets
Marketing message rates are increasing in selected markets including Kuwait, Mexico, Morocco, Saudi Arabia, the UAE, and parts of Asia Pacific. If you run Click-to-WhatsApp campaigns into those markets, your cost per conversation just moved up again.
What a conversation actually costs now
Here is worked math using a published market rate. Say a market's service message rate is $0.0157 per message. A single number sends 10,000 service messages in a month:
(10,000 − 1,000 free) × $0.0157 = $141.30
That is one number, one month, routine replies. Now scale it the way real teams do:
