The Cloud API was the obvious choice for years. One number, one API, every message in one pipeline. Then October 1, 2026 happened: Meta starts billing service messages per message after the first 1,000 free per number per month, at utility rates per market. Suddenly the architecture you pick determines your cost per closed deal.

There are two ways to run a professional WhatsApp operation now. Full Cloud API migration puts your number on Meta's platform, with every reply flowing through the API. Or WhatsApp Coexistence: your number stays on the regular WhatsApp Business app, and you add an API layer on top. They look similar from the outside. Where full Cloud API still wins

Be honest about the trade-offs. If you need high-volume template broadcasting at scale, deep catalog integration, WhatsApp Flows with complex multi-step logic, or an AI agent that must talk to customers directly, the Cloud API is the more capable platform. Large support operations with 24/7 SLAs sometimes genuinely need that.

Where Coexistence wins after October 1

Cost control. With Coexistence, your AI does not have to send customer-facing messages at all. It qualifies leads, captures data, scores conversations, and flags follow-ups internally. Those operations generate zero customer-facing bubbles. The customer always talks to a human, briefed by AI.
